Minutes of Firsdown Parish Council meeting for 6th November 2007

Held at the Committee Room, Winterslow Village Hall

Present were – Mr James (Chair), Mr B Edgeley, Mr Green, Mr L Simcock and Mrs Melanie Thomas (Clerk),

Welcome

Chair Cllr James welcomed those present and thanked them for coming.   Apologies were received from Cllr Tier.

Declarations of Interest

None reported.

 

3.

Minutes

A copy of the minutes for the last meeting on 4th October 2007 were submitted, approved and duly signed by Cllr James. 

 

4.

Matters arising from the minutes of the last meeting

Roman Road – the Clerk confirmed she had contacted Richard Broadhead, Rights of Way and Land Charges Manager to clarify the legal status of the Roman Road.  Following discussion the Clerk was asked to again contact Mr Broadhead in the hope of obtaining a copy of the definitive map showing the Roman Road.  This item to be added as an agenda item at the next Parish Council meeting.

Clerk email account – the Clerk confirmed that the email account for use by the Clerk was once again fully operational following several reported faults.

Finance

The Clerk distributed the Parish Council’s spreadsheet to the Council members with details of the Council’s financial accounts and transactions for October 2007.   The current balance in hand is

£7,798.72. 

It was decided to list the monies deposited from the Firsdown Music Fayre be added as a separate item on the monthly distributed Parish Council financial spreadsheet.

Cheques for £81.08 Playsafety Ltd (annual RoSPA report), £207.74 Salisbury District Council (dog bin emptying) were authorised for payment.

2007/2008 Precept discussion

The Clerk distributed a spreadsheet to those Councillors present showing expenditure over the last financial year and a brief discussion took place as to what precept should be requested from Salisbury District Council in the year 2008/2009.  It was decided to add this item to the December agenda when a decision is hoped to be made.

Parish Plan Steering Group

A brief report was given and it was noted that the Plan was at present unable to proceed due to the unavailability of data necessary to complete the task.

Highways and Footpaths

Nothing reported.

 

9.

Planning

S/2007/2023 – 43 Firs Road, Firsdown, Salisbury – Full application – extensions and alterations including new detached garage.  This application was supported by the Parish Council.

S/2007/2072 – Tree Preservation order – rear of 3 Firs Close, Firsdown.  The Parish Council supported the TPO but objected to the felling/lopping procedure.

Following discussion of this application the Clerk was asked to write to the planning office at Salisbury District Council to ensure that they display the appropriate planning notices and inform the relevant neighbours of planning applications.

A discussion of planning guidelines took place with suggestions presented by one of the Councillors.  It was decided to distribute this sheet of information in the next correspondence envelope and for Councillors to consider what guidelines may be applicable to use in the decision of future planning applications – Clerk to add this item to the December agenda for further discussion and decision.

Any other business

It was decided that all Parish Council meetings held in 2008 should be held on the second Thursday of each calendar month with the exception of January and August where there is no meeting held.  Clerk to firstly check that the Committee Room is available on the requested dates.
